The land trust is seeking a conservation easement from the city so its 10 acres can never be developed.Residents heard the plans at last night's special meeting of the SixthTaxing District, along with other ideas for the proceeds from the house sale. They will vote on the proposals at the district's annual meeting tomorrow night.Pam Davis of the Norwalk Land Trust spoke of creating a refuge for wildlife and about the educational opportunities. The public also would have access to the 2 acres, with walking cheap cufflinks and benches."If you string this all together, it's like a necklace of pearls," Davis said.The land trust can buy the 2 acres for $4.3 million from Rowayton resident Charles Schoendorf by June. Otherwise, the land could be developed with a few homes, according to commission members.Commission Chairman Edward Kweskin said if the district commits the money, it would expect to receive something, such as part ownership of the property, an easement or restrictive covenant. The district would spread the cost over two years.Kweskin compared the purchase of the property with investments the Sixth Taxing District has made in the past, such as buying Pinkney Park and Bailey Beach. He said the views from the land were unique."This will really knock your socks off," Kweskin said. "You do get a sense of serenity. That really is not overstated."Rowayton officials also presented plans for spending the rest of the proceeds of the Wilson Avenue house sale. The plan includes allocating $250,000 to reduce some of the district's $719,000 debt, incurred by the purchase of the house and the construction of a municipal parking lot.The commissioners proposed spending $150,000 to fix the deteriorated 450-foot sea wall along the Five Mile River, and $100,000 to fix up the historic buildings at Pinkney Park.The 19-century Pinkney House, which the Norwalk Historical Society is turning into a museum, needs renovations, including electrical upgrades, repair of water damage and installation of air conditioning and heating. A barn on the property needs a new roof, and all structures need to be painted."We feel this is one of the crown cheap money clips of Rowayton's portfolio," Commissioner Michael Barbis said of the Pinkney House.Andrew Conroy, the district's treasurer, said it was a good idea to pay down some of the district's debt, but he urged spending the bulk on capital projects, because any new debt would have a higher interest rate.
